You will find a wide variety of kite spots in Dominican Republic. While Cabarete is of course the go-to place to kite in the carribean, there are other great destinations for kiters.

Bozo Beach, Cabarete.
4mn away from RKA. Long, usually wide beach with good wind as long as you don't get too close to the main cabarete beach. Expect choppy water, and a shore-break, making it harder for beginners. There are no reefs, and less kiters than in kite beach, so all in all a good alternative spot to kite beach. -
Kite Beach, Cabarete
20mn walking from RKA. Very long beach, but can be narrow at times. No shore break, clean waves after the reef, good wave direction for jumps... a great kite spot for all levels. It can however become crowded in summer for that reason -
La boca, Cabarete
20mn away by car. The mouth of the river Yassica. Great flat water spot, with a dominican restaurant on the other side of the river. Great spot for advanced riders ... if you are the only kiter there. The spot is so small, that having more than 2-3 kiters at the same time is starting to be a problem.
The vast, open beach is ideal for first lessons. You can also start a downwinder from the end of the river to bozo or kite beach. -
El portillo, Las Terrenas
3h away by car. The most beautiful kitespot in the island, and my personal favorite. A true postcard beach, wide and with shade. The flat, clear water makes it ideal to learn, and fun for advanced riders too. The wind is often 3 knots below cabarete, unfortunately. The spot can also get a bit crowded at times. -
Buen Hombre
3h20 by car. Likely the windiest spot on the island, often 3 knots above Cabarete. Flat water and strong wind. Very remote location, but worth the road to get there. It is a small village, so there is not much to do outside of kiting. -
Punta Salinas
4h30 by car. The only spot of the list on the south of the island. The closest spot to Santo Domingo (1h30). ???
There are many other smaller spots on the island, but they are often more situational. Punta popi, Coson, El encuentro, puerto plata for instance are all kiteable, but not as practical most of the time.
